The considerable harm to the listed building's setting and conservation area character caused by the solid appearance of the replacement boundary outweighs the unsubstantiated public benefits relating to security and privacy, contrary to the requirements of the Planning (Listed Buildings and Conservation Areas) Act 1990 and paragraph 212 of the Framework.
