What decided it
The Council's inability to demonstrate a 5-year housing land supply triggered the presumption in favour of sustainable development under paragraph 11 of the Framework, which indicated that permission should be granted as the adverse impacts of the development plan conflict would not significantly and demonstrably outweigh the benefits.
The conflict with the development plan's countryside control policies was outweighed by the benefits of housing supply contribution, economic benefits, the site's sustainable location adjacent to a Key Centre, effective use of land, and compliance with national affordable housing policy, applying the tilted balance under paragraph 11 of the Framework.
