What decided it
The Council's inability to demonstrate a five-year housing land supply triggered the presumption in favour of sustainable development under NPPF paragraph 11d, which applied sufficient weight to the housing benefits to outweigh the development plan conflict.
The harm arising from reliance upon the private car for a single dwelling would not significantly and demonstrably outweigh the benefits of providing an additional dwelling against a serious housing shortfall, reusing an existing building, and generating economic benefits, when assessed against the policies of the Framework.
