The conflict with the Framework's policy for conserving and enhancing National Landscapes, which under footnote 7 to paragraph 11d) provides a strong reason for refusing the development notwithstanding the housing land supply shortfall.
The moderate harm to landscape and scenic beauty of the National Landscape, given great weight against the proposal, outweighed the moderate weight given to the appellant's personal circumstances, the housing delivery benefit, the self-build benefit, and limited environmental benefits in favour of the proposal.
