The moderate benefits of delivering an affordable dwelling meeting identified local need, efficient use of land, and social and economic benefits were significantly and demonstrably outweighed by the significant weight given to the conflict with development plan policies requiring exception housing to be in or adjoining a recognisable named settlement, and the limited weight afforded to sustainability and personal circumstances.
