What decided it
The inability to ascertain that the integrity of the Dorset Heathlands and New Forest designated sites would not be adversely affected by the development due to lack of a completed mitigation agreement, which alone provides a strong reason for refusal under NPPF paragraph 11.
Although the proposal would provide an additional housing unit in a sustainable location and the lack of housing supply would weigh in favour of the proposal even against the loss of a small family dwelling, the harm to protected European sites provides a strong reason for refusal that cannot be overcome by these benefits.
