What decided it

The appeal site's location in the countryside outside settlement boundaries, combined with poor access to services and facilities requiring over-reliance on the motor vehicle, conflicts with the local development strategy and cannot be justified even under the tilted balance provisions of the Framework.

The limited benefits of housing supply and local economic benefit from a single dwelling were significantly and demonstrably outweighed by the adverse impacts of promoting an unsustainable location contrary to the development strategy and the Framework's guidance on sustainable development.
