What decided it
The harm to the significance of the designated heritage asset (less than substantial but at the lower end of the spectrum) arising from the visual prominence of the replacement building in sensitive viewpoints from Fisherman's Bank was not outweighed by the limited public benefits of the proposal.
The less-than-substantial harm to the conservation area was not outweighed by the public benefits of improved flood resilience, enhanced energy efficiency, biodiversity gains, and modest economic and social benefits; the presumption in favour of sustainable development did not apply because the proposal conflicted with Framework policies protecting areas of particular importance.
