Main issues, as the Inspector framed them
- the effect of the proposed development on the supply of family-sized housing in the Borough
- whether the development would provide acceptable living conditions for future occupants of the ground floor flat, with regard to outlook and light
- the effect of the proposed development on highway safety on Woodford Avenue
What decided it
The loss of an existing 3-bedroomed family-sized dwelling, which the development plan specifically seeks to protect, combined with the failure to provide acceptable living conditions for future occupants due to severely limited outlook, outweighed the limited benefits of delivering one net additional smaller dwelling.
The limited benefits of making more effective use of land and delivering one net additional dwelling were substantially and demonstrably outweighed by the loss of family-sized housing and failure to provide acceptable living conditions, such that the presumption in favour of sustainable development did not apply.
