What decided it

The engagement of paragraph 14 of the NPPF, which provides that adverse impacts of development conflicting with a recent neighbourhood plan meeting its housing requirement are likely to significantly and demonstrably outweigh benefits, combined with the substantial harm to character and appearance, living conditions and highway safety.

The limited benefits of providing one additional dwelling and addressing the housing land supply shortfall were significantly and demonstrably outweighed by the conflict with the neighbourhood plan policies, permanent harm to character and appearance, harm to neighbouring living conditions and highway safety, and inadequate living conditions for future occupiers.
