What decided it
Because the Area of Separation policy in the up-to-date East Langton Neighbourhood Plan (which allocates sites to meet its housing requirement) was engaged, the paragraph 14 test applied and the Inspector found the adverse impacts of the conflict with that plan significantly and demonstrably outweighed the scheme's benefits.
Substantial and significant weight afforded to housing, self-build, affordable housing and other benefits was significantly and demonstrably outweighed by the substantial weight given to conflict with development plan housing-location policies and the harmful effect on character, appearance and the Area of Separation, resulting in dismissal.
