What decided it
The loss of a three-bedroom family dwelling in an area with clearly identified need for family homes, as evidenced by the SHMA and protected by Policy 8, outweighed the moderate benefits of providing HMO accommodation.
The benefits of HMO provision and efficient use of land (moderate weight) were outweighed by the substantial weight attached to the loss of a family home in an area with identified need for such properties, resulting in dismissal despite the Council's inability to demonstrate a five-year housing land supply.
