Main issues, as the Inspector framed them
- Whether the proposed dwellinghouse use of the buildings is justified by the provisions of WSLP Policy LP16, with particular regard to (i) whether the appellants' marketing exercise adequately explored alternative uses of the buildings to support the rural economy such that they can be discounted, and (ii) whether the buildings are structurally sound and capable of conversion without the need for extension, significant alteration or reconstruction
What decided it
The failure to demonstrate through an adequate marketing exercise at a reasonable price that the buildings are not reasonably required for alternative uses to support the rural economy, in conflict with WSLP Policy LP16.
Although the proposal would generate modest benefits through housing delivery, employment opportunities and reuse of previously developed land, the conflict with the strategy for rural buildings and the rural economy is an important matter that brings the development into conflict with the development plan as a whole, and these benefits do not outweigh this conflict.
