What decided it

The absence of substantive evidence demonstrating that other late-night uses in the area have caused unacceptable noise and disturbance, combined with no recorded complaints from the Council's Environmental Protection consultee, led the Inspector to conclude that extending opening hours to 02:00 would not harm neighbouring occupiers' living conditions.
