What decided it

The poor living conditions for future occupiers, particularly the oppressive outlook and inadequate daylight for Flats D and E and the lack of privacy for ground floor flats, combined with the harmful effect on character and appearance and the loss of family housing, substantially and demonstrably outweighed the modest housing supply benefit.

The modest benefit of 4 additional dwellings and redevelopment of previously developed land (moderate weight) was substantially outweighed by the poor living conditions for future occupiers, harm to character and appearance, loss of family dwelling, and unsuitable location (substantial weight combined), such that the harm significantly and demonstrably outweighed the benefits when assessed against the Framework taken as a whole.
