What decided it

The absence of a mechanism at the permission in principle stage to ensure the proposed mitigation measures (nitrate credits and wastewater treatment plant) would be implemented meant the proposal could not be assessed as having adequate mitigation for its likely significant effect on the Solent and Southampton Water SPA/SAC, making it habitats development outside the scope of permission in principle.
