The failure to accord with flood risk policies and the identified harm to the intrinsic character of the countryside attracted considerable weight and the benefits of the proposal were insufficient to justify granting planning permission contrary to the development plan policies when read as a whole.

The benefits of modest housing contribution and sustainable travel promotion attracted significant weight, particularly in light of the housing land supply shortfall, but were insufficient to overcome the considerable weight given to the flood risk conflict and harm to landscape character
