Main issues, as the Inspector framed them

  • Whether the site is suitable for residential development, having regard to its location, the proposed land use, and the amount of development, with particular regard to the spatial strategy in the development plan and the accessibility of services and facilities

What decided it

The site's location in the open countryside outside the development boundary, combined with its very poor accessibility to services and facilities and almost total reliance on private vehicles, creates unambiguous conflict with the development plan's spatial strategy and sustainability requirements, which cannot be outweighed by the modest housing contribution in the context of a severe but not demonstrable five-year supply shortfall.

The moderate weight given to the benefits of housing delivery and economic benefits was significantly outweighed by the significant negative weight given to the conflict with Policy SWDP 4 Part A on sustainable transport and the moderate weight given to the conflict with Policy SWDP 2 Part C on countryside protection, resulting in the adverse impacts significantly and demonstrably outweighing the benefits.
