The modest benefits of housing delivery and efficient use of garden land (moderate weight) were significantly and demonstrably outweighed by the conflict with development plan policies requiring sustainable locations and enhancement of rural community vitality, the lack of sustainable transport options, and modest harm to character and appearance (significant weight).
