What decided it

The proposal would result in adverse effects on the integrity of the Thames Basin Heaths Special Protection Area through increased recreational pressure and domestic disturbance that cannot be adequately mitigated, and the presumption in favour of sustainable development does not apply to development likely to have a significant effect on a habitats site unless an appropriate assessment has concluded no adverse effect.

The minor housing contribution and other benefits including biodiversity enhancements, landscaping and economic benefits from the rural enterprise do not outweigh the harm to the integrity of the habitats site, and the presumption in favour of sustainable development is disapplied by paragraph 195 of the NPPF
