What decided it

The scale and modern appearance of the proposed solar arrays on the prominent front roof slope would be harmful to the cohesive, distinctive vernacular character of the conservation area and the significance of the non-designated heritage asset, and this less than substantial harm was not outweighed by the moderate public benefits of renewable energy generation.
