The benefits of housing supply in an area with serious shortfall (1.48 years) and economic benefits during construction were given significant favourable weight, but were outweighed by the substantial harm to character and appearance and failure to provide acceptable living conditions for future occupiers, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework taken as a whole.
