What decided it

The limited adverse impact on the local centre policy (PCS18) was substantially outweighed by the benefits of housing delivery in a sustainable location and the shortfall in the Council's housing land supply, applying the presumption in favour of sustainable development under paragraph 11(d) of the Framework.
