The proven agricultural need for the winery building to support the vineyard enterprise, combined with the material consideration that tree T2 would likely be lost either through development proximity or through exercise of the existing TPO Conditional Consent for felling, meant the benefits of development outweighed the loss where compensatory tree planting was secured.
