The proposal would constitute inappropriate development in the Green Belt causing significant harm to openness, and although it would contribute to housing supply in a district with chronic shortfall, these benefits do not clearly outweigh the substantial weight given to Green Belt harm and the conflict with the spatial strategy.
The significant benefits of delivering one additional dwelling in a district with only 0.87 years housing land supply were not sufficient to clearly outweigh the substantial weight afforded to harm from inappropriateness and openness of the Green Belt, and the additional harm from conflict with the spatial strategy.
