What decided it

The proposal would substantially change the form and character of the existing building through conversion of the hipped roof to a pitched roof with gable ends and an oversized dormer extension that would be visually intrusive from neighbouring properties, conflicting with development plan policies requiring extensions to be in keeping with original design and subordinate to the original building.
