What decided it
The significant and demonstrable conflict with NPPF paragraph 135 regarding sympathetic local character and high standard of amenity for future users, combined with harm to the character and appearance of the area, outweighs the limited housing benefits even in the context of a shortfall in housing land supply.
The limited social and economic benefits of two dwellings and environmental benefits from landscaping and biodiversity net gain were significantly and demonstrably outweighed by the adverse impacts on character and appearance and living conditions, assessed against the Framework policies taken as a whole with particular regard to securing well-designed places.
