What decided it

The harm to the character and appearance of the Brompton Lines Conservation Area, combined with unacceptable harm to the living conditions of existing and future occupiers and highway safety, outweighed the modest public benefits of housing delivery in an area with insufficient five-year supply.

The modest public benefits of providing two new dwellings and housing land supply in an area lacking five-year supply were outweighed by the considerable weight attributed to mid-lower level less than substantial harm to the conservation area and the substantial combined harm to existing and future occupiers' living conditions and highway safety.
