The significant weight afforded to housing delivery benefits arising from the Council's very substantial undersupply (1.93 years) and the efficient use of land in a sustainable location was outweighed by the fundamental conflict with statutory BNG requirements and London Plan Policy G6, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework taken as a whole.
