The Council's inability to demonstrate a five-year housing land supply, which engaged the presumption in favour of sustainable development under NPPF paragraph 11(d), and the finding that the modest adverse impacts would not significantly and demonstrably outweigh the housing delivery benefits.

The benefits of providing 4-5 additional homes and modest economic benefits (accorded moderate weight) outweighed the policy conflicts with the development plan strategy and car-dependency concerns (accorded limited to modest weight) when assessed against the Framework as a whole, applying the presumption in favour of sustainable development.
