The less than substantial but considerable harm to the significance of the designated heritage assets and the conflict with the Council's spatial strategy outweighed the public benefits of housing delivery and economic benefits.

The public benefits of 42 new dwellings, housing supply contribution, social and economic benefits from construction, and biodiversity net gain (attracting significant weight) were outweighed by the considerable importance and weight attached to the preservation of the listed buildings and the harm to the character and appearance of the surrounding landscape and the development plan conflict (attracting very considerable weight).
