• whether the appeal site is a suitable location for the appeal scheme having regard to the development plan and the appeal site's proximity to services and facilities
• the effect of the proposed development on the character and appearance of the area and existing trees
• the effect of the proposed development on the living conditions of future occupiers having particular regard to outlook and light
• the effect of the proposed development on highway safety with particular regard to parking
• whether the proposed development would deliver BNG

What decided it

The failure to meet the statutory biodiversity net gain requirement, combined with harm to character and appearance, trees, and living conditions of future occupiers, significantly and demonstrably outweighed the benefits of three dwellings and housing land supply contribution.

The benefits of three dwellings, social and economic benefits, and environmental benefits from sustainable construction (moderate weight collectively) were significantly and demonstrably outweighed by harm to character and appearance, existing trees, living conditions of future occupiers, and failure to meet the statutory BNG requirement, such that the proposal was not sustainable development under NPPF paragraph 11d).
