What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the substantial housing shortfall exceeding 1,700 homes, engaged the presumption in favour of sustainable development under NPPF paragraph 11(d), which directed that permission should be granted as the adverse impacts did not significantly and demonstrably outweigh the benefits.
The benefits of securing 26 dwellings (including 40% affordable housing), economic benefits during construction and from future occupiers, and biodiversity net gain materially outweighed the conflicts with development plan policies on location and parking provision, the shortfall in public open space contributions, and other identified harms.
