What decided it

The proposed two-storey extensions would be unacceptably close to the rear boundary and windows of No 36, resulting in unacceptable overbearing effect and harm to privacy that cannot be adequately mitigated by planning conditions, thereby conflicting with Policy D5 of the development plan.
