The Council cannot demonstrate a five-year housing land supply, and the adverse impacts of the proposal do not significantly and demonstrably outweigh the substantial benefits of providing eight additional housing units in a location close to services and facilities.

The moderate harm to character and appearance and limited conflict with employment land policy were outweighed by the substantial benefits of housing supply delivery and significant benefits of economic growth, in circumstances where the Council cannot demonstrate a five-year housing land supply and the Framework supports development of under-utilised land to meet identified housing needs.
