What decided it

The unacceptable loss of privacy to occupiers of the new dwelling caused by direct views from the adjacent property's first-floor windows, which could not be adequately mitigated, conflicted with key Framework policies on living conditions and outweighed the housing delivery benefit.

The benefits of delivering a single dwelling and reusing an existing structure were significantly and demonstrably outweighed by the significant harm to the living conditions of the development's occupiers regarding privacy.
