What decided it
The Council's failure to demonstrate a five-year housing land supply, triggering the tilted balance, meant that the minor heritage harm was significantly and demonstrably outweighed by the substantial housing benefits and other public benefits.
The minor harm to the Registered Park and Garden and Conservation Area, given considerable importance and weight, was outweighed by the significant housing benefits arising from the provision of two dwellings against the backdrop of the Council's serious housing land supply shortage of only 1.98 years, together with short-term socio-economic benefits and biodiversity net gain, when assessed against the Framework as a whole under the tilted balance.
