What decided it

The modest scale of the proposed use (2 children with 1:1 care ratio) would result in activity levels comparable to a family dwelling, causing no harmful effect on neighbours or the character of the area, while contributing to a mixed and sustainable community.

The loss of a single family dwelling was outweighed by the provision of specialist accommodation for vulnerable children in a family-like environment, consistent with policy support for meeting the needs of all residents in a sustainable community.
