What decided it

The development fails to provide adequate living conditions due to insufficient floor to ceiling heights and has an unacceptable effect on character and appearance, with these significant harms substantially outweighing the limited housing benefits.

The significant weight given to conflicts with LP Policies D3 and D6 and BLP Policy CDH01 regarding living conditions and character and appearance substantially and demonstrably outweighs the limited benefits of delivering a single dwelling, even if the Council cannot demonstrate a five-year housing land supply.
