What decided it

The adverse impacts of locating a new dwelling in an unsustainable location outside any settlement, combined with the unacceptable loss of a small employment site and harm to the farm enterprise, significantly and demonstrably outweigh the moderate benefits of providing one house and meeting the appellants' personal circumstances.

The moderate weight afforded to the provision of a new house and associated social and economic benefits was significantly and demonstrably outweighed by the significant weight given to the conflicts with development plan policies and the Framework regarding unsustainable location, loss of employment land, and harm to the farm enterprise.
