The adverse impacts of granting permission, comprising modest harm to character and appearance and modest conflict with sustainability principles, do not significantly and demonstrably outweigh the moderate benefits of housing delivery (including self-build), modest economic benefits, and the Council's shortfall in housing land supply; the tilted balance tips in favour of permission.
