What decided it

The window W1 would afford direct views of the neighbour's kitchen/dining room and paved terrace, creating a harmful loss of privacy through perceived overlooking that conflicts with the development plan.

The limited design and ventilation benefits of the proposal did not adequately justify the significant harm to the privacy and living conditions of the neighbouring occupiers.
