What decided it

The combination of significant harm to rural character and appearance, unsustainable location requiring almost total reliance on private vehicles, and harmful effect on the Protected Lane outweighed the limited public benefits of two additional dwellings.

The public benefits of housing provision, self-build plots, bungalows for diverse demographics, eco-home standards, biodiversity net gain, and economic activity were outweighed by the significant harm to rural character and appearance, unsustainable location, and harm to the Protected Lane heritage asset.
