What decided it

The unique circumstance where the gym functioned as an integral part of the wholesale business (serving as showroom, photography location and demonstration area for equipment on sale) demonstrated it was complementary to the employment area and satisfied Policy 70, while parking demand could be adequately accommodated outside peak hours.
