What decided it
The Council's inability to demonstrate a five year supply of deliverable housing land, and the resulting conclusion that the paragraph 14 test for weighing conflict with the neighbourhood plan was not met, tipped the balance in favour of the appeal.
The benefits of delivering up to 90 houses (including 30% affordable housing) and other public benefits were found to outweigh the moderate landscape harm, the significant harm from coalescence with Hall End, the less than substantial heritage harm, and the conflict with the development plan, so permission was granted other than in accordance with the plan.
