What decided it

The scale and siting of the proposed front extension to Appeal A would intrude into and detract from views of the listed Church's tower, roofscape and facing elevation at the entrance to the street, causing less than substantial but considerable harm to the settings of the designated heritage assets that could not be justified by the limited public benefits offered.

The less than substantial but considerable harm to the settings of the Conservation Area and listed Church from Appeal A was weighed against the limited public benefits (temporary construction-phase economic benefits), and the harm was found to outweigh the benefits, requiring dismissal in accordance with paragraph 215 of the Framework
