What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the provision of two dwellings as a contribution to housing delivery and the absence of harm to character, appearance or heritage significance, meant the adverse impacts did not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
The conflict with the development plan spatial strategy (moderate weight) was outweighed by the significant weight given to housing delivery in the context of a 3.2-year supply shortfall, the moderate weight of socio-economic benefits, and the absence of harm to character, appearance or heritage assets, resulting in permission being granted despite conflict with the development plan.
