The harmful effect on highway safety from increased parking, servicing and waiting activity at a constrained and collision-sensitive junction, which would not be mitigated by proposed conditions and would outweigh the limited benefits of bringing the building back into use and creating a single dwelling.

The moderate benefits to the conservation area from bringing the building back into use, limited economic benefits from the new business and dwelling, and limited contribution to housing supply were outweighed by the significant harm to highway safety from parking and servicing impacts.
