What decided it

The combination of moderate harm to countryside character and appearance, inadequate justification for the dwelling's location, and the unacceptable proximity to the high-pressure gas transmission pipeline meant the adverse impacts significantly and demonstrably outweighed the benefits under Framework paragraph 11(d).

The benefits of providing an additional dwelling and supporting the farm business were limited and significantly and demonstrably outweighed by the moderate harm to countryside character and appearance, the unsustainable location, ineffective use of land, and the safety conflict with the gas pipeline infrastructure.
