Main issues, as the Inspector framed them

  • The effect of the proposal on the character and appearance of the area, with particular regard to the Nidderdale National Landscape

What decided it

The substantial harm to the character and appearance of the Nidderdale National Landscape, where substantial weight must be placed on conserving and enhancing natural beauty, substantially outweighs the benefits of housing delivery and bringing a vacant building back into residential use.

The benefits of reusing an existing building, providing one dwelling (moderate weight given the limited contribution to housing supply), and bringing a vacant building back into residential use (substantial weight) were substantially outweighed by the adverse effects on the character and appearance of the Nidderdale National Landscape and conflict with the statutory purposes of the Protected Landscape.
